Two people face multiple charges of animal cruelty following their weekend arrest for the alleged neglect of numerous dogs at a Berlin-area residence.

Tina Marie Garrison, 26, and Jonathan Eugene James, 31, were booked into the Cullman County Detention Center Saturday. Each was charged with eight counts of animal cruelty. Garrison has since posted bond; James remained in jail Monday on a bond of $8,000.

Cullman County Animal Control Director Tim McKoy said his office took out arrest warrants on the pair following repeated efforts to persuade Garrison and James to improve the animals’ living condition.

A complaint of alleged animal neglect at the residence, located near County Road 1600, led to the animal control office’s investigation, McKoy said.

As is standard in such cases, the dogs — which are of mixed breed and of all ages — have been placed in the care of a consulting veterinarian, who evaluates the animals for indications that suggest evidence of cruelty or neglect.

McKoy characterized the conditions in this case as indicative of alleged neglect rather than of traumatic abuse.

“This was more of a case of neglect, in nature; of depriving them of necessary sustenance,” he said.

“We typically try to get voluntary compliance first,” he added. “But, sometimes people are not going to work with you; or the animals are just living in such deplorable conditions that the crime has already been committed.”
